The English Devolution and Community Empowerment Bill is meant to empower England’s cities, regions and communities. But it does nothing to address the glaring democratic and accountability deficit in London. That is why I tabled three amendments to the Bill that would have ensured the Mayor of London faces real scrutiny from the London Assembly and from the 32 boroughs. The Government refused to back my amendments. It is difficult to see how anybody could seriously argue for less accountability
